Bootloader: updates for avr-gcc 5.4.0+Atmel3.6.0 and avrdude 6.3

Ubuntu 17.10 has a major gcc update for AVR (it was from Debain sid or buster).

Does anyone see what is going on with so much cruft in a source file, I had to rid it, then I can deal with the compile issue.

One issue is that avrdude 6.3 -c stk500v1 now has a "1" returned for unused fuse bits, it had kept its original form but no more.

avr-gcc 5.4.0 changes some of the instructions compiled in the bootloader at address 7ece.

The bootloader seems to work.
