ICP1 is pulled down when the PL1 input has more than 8mA of current, and with less than 5mA, a pull-up resistor will take it to 5V. PL3 does ICP3, and PL4 does ICP4. These inputs are for timing pulse edges (or events) and there is probably several calibration applications where it is useful, one that I am somewhat familiar with is flow meter calibration.
